I live in Jakarta and from what I know there is no VIP VOA at all in Jakarta. The only time you might be lucky to get thru quickly is when you know somebody on the inside, or if you have some "extra cash for them* I have a friend who works at the airport gates and if Im arriving and she's there, I can usually go thru the diplomats gate at immigrasi.. which is sooooo good.
It really depends on how many planes arrive at the same time... if you get behind a plane with a huge tour group (usually chinese or koreans).. the line up at VOA will be looonnggg and slow..... same goes for the immigration queues.
As for things to do... there isnt much... I usually fly business class so I always just head for the lounge. If you arrive very early in the day or very late, most things will be closed...
The toilets will probably smell, and the floors will be wet, be very careful and dont fall over. Make sure you have some tissues with you as well.
