I am also confused. However if you have decided in which direction you want to send your pet, and if it is from Australia to Bali, I can recommend a company in Australia called "Dogtainers".
I worked in the airline cargo field in Sydney for many years and came into contact with his firm on literally hundreds of occasions and found them to be totally dedicated to the shipment of animals in a caring and humane manner.
This company followed the appropriate guidelines to the letter at all times and I can thoroughly recommend them.
