I have been going to Bali since 1981 and I have never been asked for money from any police.
The only time I was stopped was last June and they were doing a licence check and bike rego. I gave them my international licence and couldn't find the bike rego but the cop looked under the seat and found it and then stopped the traffic for me to go.
Mind you that is my experience only. My son has been once and was stopped everynight and sometimes two or three times a night. He refused to pay, he had his licence and bike rego and said he did nothing wrong. One cop ended up giving him a beer and a cigarette. Mind you he could talk under water and probably drove the cops crazy.
