My girlfriend who joined us in Bali also said the same thing about the cigarettes, she too was worried. She said cartons come with 250 (packs of 10x25 cigarettes) and therefore you are automatically 50 over the amount you need to declare. She never got stopped though. Maybe its an oversight?
