Tegal Sari is around 700m further from city center then Champlung Sari. The footpaths are indeed in a bad shape, but still it will take you no more 10 minutes more.
Tegal Sari has now also a second entrance that, if I understood correctly gives direct access to Monkey Forest Road, which reduces even distance mentioned.
