I'm sure that your friends have gone into this, but it's not just a minister of religion that's required. They need one who is allowed to provide official church marriage certificates that are recognised by the civil registrar's office. They also need the civil registrar to come and officiate as well.
By using the term priest, I assume that your friends are Catholic and will need a number of papers from their church as well.
