Bali is always hot, between 23 at night and 28+ during the day. Cloud cover may stop you getting a great tan but at this time of the year it should not be a problem.
Topless... close to the waters edge away from others and out of others view, you won't have a problem. At your hotel is a no no.
If you have your own private villa, no problem.
