Not sure which country you are coming from but it is usually much easier just to take cash - there are many money changers in the tourist areas - Kuta Central or Kodak shops are usually okay & do not charge commission. Your notes should be of a high denomination & in good condition (no torn or defaced notes) - do not change into Indonesian Rupiah in your own country as rate will not be good - US$ travellers checks are a nuisance - you can also use your card at an ATM Machine - good idea to get maybe a few hundred thousand rupiah at the ATM in the airport so you have some local currency on arrival or change a small amount of money at one of the airport money changers.
As far as going topless - certain parts of the beach where European visitors congregate (eg Blue Ocean Beach Legian has a lot of Italian tourists)it would be acceptable.
