I stayed at a hotel in Nusa Dua years ago and this sign was not only in the room but around the hotel. I can't remember if there was a surcharge but it definitely said that you could not bring in drinks from outside and I think it may have mentioned duty free. I don't know if it was ever enforced. I suppose the hotel is only wanting to make some money and guests do bring in cartons of bottles which the hotel does then have to dispose of.
