I have stayed at the Jayakarta over Christmas and New Year. You are right, traffic will be bad. Many Turis Domestik drive their cars over from Java.
My solution was to ask the taxi drivers to drop me off near Peanuts (where Jalan Legian becomes a one way street) when leaving the Jayakarta and walk the rest of the way. On the way back traffic was not a real problem.
