bloodyron is absolutely right. You can definitely oversee the operation but believe me it is best to use the local tradesmen. Look for the right people and you will get a good job .... although frustratingly slow at times at times.
Do it yourself and immigrasi will appear before you know it. Sometimes advised by those you'd least expect benefiting by a mere dollar or two.
