Just a rope barrier locked in the middle with a key. This allows the staff to ensure that only those people who have paid for a gazebo use them. i.e. if the rope is still in place and you are in the gazebo probably means you don't have the key.
I supppose the key deposit is to ensure no-one keeps the key to open the lock and re-use on another occasion without paying.
