There is a coral re-generation program happening off pemuteran, where low voltage currents are passed through the water, and the coral is recovering as a result.
However, if you want really good snorkelling, you have to go to Mengangan Island.
About 20 min drive to the departure point in the Bali National Park area, and then about 25 mins on outrigger.
It's well worth it, and yes you can hire snorkelling stuff at most hotels, or even at the departure point at one of the warungs.
