It seems that the Garuda flight was attempting to land while people were working on the runway. At this time it is not known if this occurred as a result of pilot error or traffic controller error. I think it probably occurred as a result of the good old Aussie work ethic. The guys on the runway probably felt that they had to finish the job and turned up in their own time to finish it and forgot to tell the traffic controllers!
