Usually only the more upmarket restaurants add on the surcharge - ditto with restaurants at some 3 star hotels & pretty well definitely at 4 & 5 star places. They charge an extra 21%.
The restaurants that do charge the taxes have it written on the menu so you know you're up for 21% more on your bill. The vast majority of restaurants in the streets don't charge anything extra. Depends on where you eat. Read the info on the menu. Selamat makan.
