Just as with the offerings the Balinese make to their Gods at their shrines, it's the giving that matters - not what happens to the offerings once given.
So, don't be upset that your roses disappeared - instead be happy that you made such a wonderful offering to those who died & were maimed in the bombings. And also be pleased that some people in need (maybe a beggar who took your roses lost a wage-earner in those bombings) were able to benefit from your offering.
My sister lost a close friend & my niece lost her best friend at the Sari Club.
For me the outrage was visiting the memorial a few years ago on behalf of my sis & niece only to find it the site of a raucous promotion for some tennis tournament &, as I was trying to pay my respects, I was blasted with water pistols by lycra-clad dancing girls who could not understand my fury at their insensitivity & lack of respect.
