Parts of Seminyak can be quite busy also.
Perhaps further north ..Kerobokan. Canggu may be a quieter option
Some family / villa options listed at the link below but not all will be within your budget
Amed, Candi Dasa & Padang Bai in East Bali have some cheaper places where you could get 2 rooms for that price
