Yep you've got plenty of time to visit the city centre. Takes about 20 min to half an hour in a cab ride to go to Orchard Road (where all the main shops are).
The cab ride from Changi to the city centre should cost you no more than $20 Singapore dollars. Don't get sucked in by the cabbies that offer you a ride for $30 or $40 bucks - taxi rides in Singapore are significantly cheaper than in Australia.
If you've got kids with you, the other alternative is to go to Sentosa (which is like a theme park - with rides and stuff - good family fun!). You might not have quite enough time for this, though.
