Strong winds prevented getting the people down .
One tow rope was possibley cut in an attempt to float the person down,but the person landed in a building ,broke shoulder, hip, leg and arm.
The 30 year old Korean lady's harnassed snappped while they were attempting to pull her down against the wind and she fell over fifty meters to the ground and died instantly.
