Opening Ceremony and 1st dance performance is at 7pm at the Open Stage Ardha Candra which is located within the Denah Taman Budaya (Arts Centre Provinsi Bali).

Just thought that I'd better point out that this is a celebration of culture for the Balinese which tourists may attend.
Also, temple ceremonies will be held throughout Bali - Temple dress would be required to witness these.
