I imagine it's to stop people from reserving seats and then not confirming the booking for 3 or more months. Lots of people do that. We actually start arrangements for our holiday about 6-8 months before we plan to leave, but once we nail it, we pay for it. We're going in 5 weeks, and we paid for it in January.
