My wife had a prepaid mobile account and what we done was to ring the provider while still home and confirm that enough prepaid money had been spent for the phone to be unlocked.
We explained to the provider what our intention was and they had no problems with that.
Different providers i.e. optus vodaphone etc. require a certain amount of prepaid credits to be bought before they will allow you to unlock and use other providers use other providers.
If you are under a contract simply remove your sim card and use the Bali one while you are there and replace your own sim when you finish your holiday.
To be honest I am not absolute sure on how to SMS but the sellers will demonstrate for you once you purchase the card from memory it was pretty straight forward.
