The shuttle bus was a free service and is provided by the Safari Park itself. The schedule the driver showed me indicated they hava a shuttle from Kuta, Sanur and also Nusa Dua (I think). I have read that if you have a large group going from a particular hotel they will try to pick you up from there.
If I were going from a place other than Kuta I would email them just to make sure the shuttle was still operating and the times of operation. When I emailed, they were very prompt in their response.
The park is a very long way from anytwhere. I wouldn't expect to see any taxis apart from those that have been engaged for the day.
