They may be made for Bali conditions, the boards made in Bali, but I would also suggest that they would be made more for the Balinese bodysize. I agree that if Dad is a serious surfer he would take his own. Boards are not cheap in Bali and have a small resale value if you are trying to sell them back at the end of your trip.
