any ponds are safe for toddlers. They are shallow ponds, but really this makes no difference. Yes they are very easy to climb into.
Most toddlers are quick, so they could easily dash off to a pool in any resort, let alone a pond. Supervision obviously is the key factor. So if the upstairs level gives you peace of mind then that would be your best option.
A lot of resorts and hotels in Bali have ponds and water features.
