I guess it comes down to preference. If you like a huge hotel on massive grounds and a rather impersonal feel, the Jayakarta would be great. It appears to have all the facilities and is definitely as close to the beach as the other two - though I feel it's a little too far from most things for my personal taste so the location ranks a touch lower for me. But I just didn't like how massively huge the place was.
Puri Raja and Melasti may have less in the way of facilities, but if you don't really use them you don't miss them. I much prefer the location of MBR and PR over Jayakarta and much prefer the smaller scale of the grounds too.
It just comes down to personal taste really.
