Went diving in Amed in Sept & Lovina Feb (both last year). Amed is starting to get rather busy around July / Aug due to the large amount of Europeans' at that time of year.
From Amed there is a variety of dive sites around Tulamben, all of which are quite safe. From Lovina it's about an hour to Menjangan Island, a marine national park & reputed as some of the best diving in Bali.
In Amed we stayed at "Life in Amed" very clean also checked out "Blue Moon Villa". Life in Amed is right in the village & on the beach. Blue Moon is a short stroll to the water, has spectacular views & gets a lite breeze which cools things down a little.
