If you wish to stay in the main diving areas look at accomadation in Lovina or Chandi Dasa. But you can do diving from Kuta Legien and Sanur as a day trip.(Long Day)Visa is paid on arrival $25US. I dont know about horse riding but I think it is available in Seminak Legien sure someone more exprienced on the forum will advise you.
We will be there in July as well but ufortunately I dont dive anymore.
