there are no camping grounds for tourists that I've seen or heard of in Bali, as others have pointed out, accommodation is so cheap. If you want an 'under the stars' experience then sleep in someone's bale - you should be off the ground.
I've seen school kids and adults on their way to Haj camping in Lombok, but that is pre-arranged and they use the toilets at the local mosque - I'm pretty certain the local village head would not allow camping on the beach.
