Last month in Bali, I was questioned about a half empty bottle I had in my checked in luggage by a security guard in front of the Jetstar counter. I told him that I had put sticky tape around the metal screw cap and wrapped the bottle in clothes. He then let me through.
His concern seemed to be about bottles leaking in flight.
