We stayed one night last October in the Raja room. I am reasonably fit and so is husband and we had our son (15) with us - mind you it was really humid so that didn't help, but we were a bit over those steps by the next day. I think they would be a bit hard on your Dad
What about the Tegal Sari instead?
You could always go to the Tjampuhan for dinner as the restaurant is quite nice but I would avoice those steps
