LOL, even back in 1983 we paid about that for a basic losmen room. If you mean $1K US/month for a few months then you should certainly get what you want, even cheaper - but nowhere near $3 or $4 per night.
Since your needs are quite specific & you are staying for some time, it would be best & easier to look when you're there - just ask around, you'll get heaps of offers.
