there are plenty of car rental places in Lombok - both in Mataram and the Senggigi area. Prices are similar to Bali, cheaper in some cases, it depends on what you are looking for.
The big internationally known car rental companies are represented in Lombok, but I prefer to give business to the local guys. We generally use a guy called Mahsun - he owns several vehicles for rent, and can arrange drivers who speak English. You can find him in Senggigi - his office is on a corner, about 100m south of Senggigi Square, on the main street through Senggigi - ask for him there.
