that's my opinion. My friends did it the other way around and couldn't cope with the budget hotel after luxury - they wished they'd done budget first.
Stayed at Melasti - although personally, I wouldn't stay there again, it is a good hotel for families and has all the requirements you've stated.
I would certainly leave the luxury 'till last though.
