I stayed in Seminyak last time, Tuban before that and thinking of Legian this time. I think Kuta is busier than Legian and Legian busier than Seminyak. Depends what you are looking for I guess, busy lots of shopping etc, or quieter location. You can easily see all three areas via walking, taxi - very close.
