Stay at Pemuteran, and take transport, or drive to the National Park area for departure (20 mins towards Gillimanuk).
About 30min local boat trip, but the best snorkelling along a wall just a few meters off shore.
Also always able to get into the lee side (best wind / currents) with it being an island.
Avoid the wet season, and June would be perfect.
