If you want your kids to meet and be able to play with other holiday makers then choose a hotel that has a kids club, guaranteed other children will be at the hotel regardless of whether you use the club or not.
Nearly all hotels in Bali, the staff will know your name everyday once they have met you.
Rama Garden is a quite a walk from the centre of Kuta with kids, a short 5-10 minute taxi ride though...always good for rest on your back to the hotel though if you've been into Kuta.
No idea which hotel the Sultan of Brunei owns.
