We have been waitlisted just about every time when going to Bali and usually always get confirmation within 2 weeks that we have our seats.
Garuda make different catagories of seats avaliable when the demand is there,cheap economy seats do become avaliable!They try to sell the more expensive seats first.
I suggest you try another travel agent, yours doesn't sound like they are trying too hard for you.
Also try with Garuda direct yourself. They had seats last week when I looked on Internet.
