If the parents are ok with it & you want to do it, go for it. We went to Bali with my son when he was 10 mths and then with my daughter & son at ages 2 & 3 and 3 & 4 respectively. Although my son has no memories at 10 mths, they both remember bits & pieces of their other 2 trips, my son obviously more as he is older.
Sorry can't help with fare prices, but if they are under 2 it is usually 10% of airfare and 75% if under 12. If you go the under 2 option they have to sit on your lap so you might want to buy a seat for both. As for taking your grandchildren out of the country I would suggest speaking to someone like Dept of Foreign Affairs.
