I rang the Puri Raja direct and was told they do not guarantee adjoining rooms at any time as they cannot always accommodate all requests. They will do their best but not guarantee.
This seems to be the same with a lot of the hotels. Puri Raja is a smaller hotel when we had smaller children we stayed at hotels with kids clubs, but we wanted our children to play with other kids and also so we could have a break as well!
