Have stayed at the Patra about 5 times now and love it also going again in 2 months. Always also take my daughter who loves it there as not usually quite so busy as some of the other hotels but she was not as young as your kids.
Have used the kids club many times but once again very different scenerio with 1 yr olds. Dont think ive ever had my daughter in there when theres been any kids of that age.
Have used the girls from the kids club to babysit in our room at night as well but usually need prior notice.
As far as i know theres only 1 male and 1 female who overlap working there.
The big thing with taking kids that young would be to have some sort of flotation device on at all times when anywhere near water as many Balinese cant swim and only takes a few mins for problems.
The Patra does have a small kids pool at the kids club a huge main pool and another smaller pool.
As for the cot situation cant help you there but would prob send them a reminder fax or email a few days before you left.
Have seen people use port a cots with their kids under the shade at other hotels near the pools so the adults get a bit of rest.
Not sure if Carrefour sells cots etc but pretty sure they sell microwaves. We always do a big shop the day after we arrive to stock up on soft drink snacks etc to keep in the room. If you have to be in the room for the kids to have a sleep good idea to take a DVD player or the patra hires them bout $10/day. Would suggest a good time for one of you to go into green garden ( if you book theyll come and pick you up ) for a facial/massage etc just around next property off beach.Good value and nice rooms.
I always tend to take most medical things just in case of any probs you can get most thngs over the counter but i prefer to have in case need anything during night when everything shut. Not sure what age can use aqua ear but definately a worth it if approp. as lots of ear infections from pools in bali. Have taken my 10 yr old since she was 5 but never had any issues yet.

Not sure about the car seat situation though unless your taking your own. Not sure who you are flying with but if with Jetstar they are very strict about the 20 kgs luggage.
