The best bet would be to hire a scooter with a board rack, not sure on the price as I don't have the balls to ride around Kuta.
As for getting your board in a bluebird taxi (these are the only taxis to catch as they have a meter), if you can fit it in a normal car with the seats down you should be ok, otherwise you will have to barter for a bemo taxi (van, without a meter).
Where do you plan on surfing when you are over there?
