NIB informed me that recent legislation bought in (early dec.) means they will not cover prescription glasses bought overseas. I presumed this was fed govt legislation including all providers but didn't confirm.
I would purchase frames here as you can still claim those and then have prescription completed in Bali as this is the cheap part.
