Most International travel it doesnt matter how many ITEMS you check in (different rules for travel to USA, Canada and South America), just that 1)no one item can be more than 32kg due to safety 2)that you stay within 20kg...HOWEVER you can take 25kilos as they allow a bit extra because your scales at home may not be accurate (but dont go over 25 or they get narky). So you can pack items into 2 or 3 bags not a problem.
Charges vary depending on your departure city but from Perth the charges AFTER 25kilos are $18 per kilo. If you wish to take more for charity and will be over your allowance, obtain a letter from the charity and you SHOULD be covered if you speak to the duty supervisor before approaching checkin counters.
Garuda is strict on 20k no if buts or maybe.
