Make sure the phone is unlocked i.e. can use other networks sim cards. Just because it has international roaming does not mean it will accept another networks sim. You can either borrow someones sim that belongs to another network & try it in your phone or ring Optus. If it is not unlocked you can call Optus to unlock.

I bought a Sim Card at a Kiosk outside Hardy's Supermarket. This was back in 2006 so I don't know if prices have risen but it I bought a Mentari sim which cost around 100,000 with 10,000 credit included. We had no probs with recharging, making calls etc, used it on Lombok & Gili T as well.
