Sorry but seeing I dont have kids I am not too sure what scares 4 year olds but some of the ogah ogahs are mean looking and absolutely huge so they might. Also once it gets dark there are no street lights so that might make her anxious as the streets are very dark and its pretty much travel by foot only as the streets are shut to taxi's etc.
There were a few ogah ogahs at the corner of Melasti and Jalan Legian, including some mini ogah ogah's that kids had made. If you are staying at Legian maybe you can take her there and see them and suss it out before the big parade starts and it gets dark. I think they may have been there around 5pm?
