Bali Dynasty in Tuban. Is close to all you need and has a kids club. A bit pricy, but you should be able to get rooms in your budget.
Also Patra Bali, a bit further south, but they have bus runs. They have a kids club and lately have been advertising cheaper than Dynasty but one star rating higher.
Also look at Bali Garden Hotel. No kids club but good family hotel at a good price. Closer to central Kuta & across the road from Waterbom Park.
