I think you will find that the travel time mentioned will have been xmas/new year period and that would have been caused by the effect of many many javanese families,who drive down from java for the holidays,driving round and round kuta.
It happens mainly at this time of the year plus Hari Raya (just after Ramadan finishes,normally october)and any other time is pretty reasonable.
