Yes, some countries, mostly members of ASEAN are already exempt from VOA.
There was a Presidential Decree issued in 2003 which allowed tourists from the following countries free visas for visits up to 30 days:
a. Thailand;
b. Malaysia;
c. Singapore;
d. Brunei Darussalam;
e. Phillippines;
f. Hongkong Special Administration Region (Hongkong SAR);
g. Macao Special Administration Region (Macao SAR);
h. Chile;
i. Morocco;
j. Turkey; and
k. Peru.
