promoted and encouraged Kuta etc as places of tourist excess. Yeah you can stay in a hotel in Ubud and not experience bad behaviour but thats because Ubud doesnt promote a tourist culture of alcohol and debauchery. Hotels with happy hours and pool bars are hoping for excess alcohol consumption. Its where they make a lot of money and is why you usually cant get staff to do anything about drunken behaviour. Have you ever seen anyone refused alcohol because they were too drunk? Security will only step in if there's violence between people. The trick is to choose your hotel carefully making sure you are honest with yourself about what you are looking for and know that certain hotels, certain times of the year attract certain types of people.
